Not sure if this was mentioned somewhere else, but if anybody has trouble signing in to the game with a new account when launching from Steam, I was able to get it working by running the executable from:
C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online\The Elder Scrolls Online PTS\game\client

✭✭✭✭my problem with signing in when I made my Steam account couple weeks ago was in jumping through all the hoops that were required. made the Steam account, made an Alienware account for the ESO event they were running for Steam accounts, but still had to make the ESO account itself. took me 2 days to figure out what I missed and verify the last thing.
Runs fine now.
