Regarding the 200 seals of endeavor for the PCNA server--I believe that is because the NA server was offline for many hours that day, leaving many people without the ability to earn endeavors, regardless of the PTS issue. Since the EU server stayed up, everyone not affected by the PTS problem was hypothetically able to earn that days' endeavors.
I don't think they intended a two-tiered compensation system.

The 200 seals has nothing to do with the locked out accounts. It's about the downtime on the NA server when the PTS was also taken down.
Gina already said that locked accounts will be compensated somehow - they are still figuring things out.

There is no indication they are going to treat locked out players differently because of what server they are on.
My account is locked out and I get that this is incredibly frustrating, because it is, and I cannot imagine how much more so for a content creator - that all sucks. Hopefully, we will see the accounts start to get unlocked later today and get more details on compensation soon.

I think the main thing is accounts back - people can play. Compensation or not - I think the inability to play is causing a lot of the issues and the longer it goes on for the more people miss out on i.e. dailies, writs, trial groups, set farming etc.

I think it is more the opportunity cost and that people can't actually make progress with anything. Want to farm a set can't. Want to run a trial - can't. Want to get tier 1 for transmutes can't. What about writs or daily rewards / dallies? There are lots of small losses that when combined become somewhat substantive.

I agree that people whose accounts are locked are missing out on a quite a bit, most of which can't be directly calculated. They won't ever be able to compensate you for lost time, but hopefully they can come up with something that helps make up for this debacle. I also hope they give people whose ESO+ got cancelled reimbursement via extended days on their account (or however they can make it work so you get what you paid for).

I think that making sure people get what they paid for in full is the least they resolve. I know UK law has stipulations that if you don't get a service you paid for you can request a refund. I don't encourage people to take that route and give ZOS time to resolve it but it is very messy indeed.
I 100% agree that the loss opportunity and small things that you can't quantify is going to be hard to balance i.e. event tokens, dailies, writs etc. The other issue is that there are players, like myself, who don't care for the cosmetic shop. The cosmetic shop does not increase my ability to farm items I need etc. and it does not impact gameplay - I don't think it should either. As such, I only use crowns for character slots or skill unlocks on alts as that actually saves me a lot of time which is very important as a content creator.
