Where do I find the scribing tutorial?

I'm looking all over the place to find the quest giver but can't find him. I don't have the wield soul skill and every where says it's from the tutorial.

There is a dude hanging outside of the Mages Guild in Skingrad that will get it started. Not the guy at the door. Walk down a short ways from the front door and there he is. Getting able to do scribing is no easy task. A whole quest is involved.1
