Torc of the Last Ayleid King not working

This mythic add weapon and spell damage to your stats but when you deal damage it doesn't add it up. if you take it off you deal the same damage. I did the test while wearing nothing else

SolarRune✭✭I think skinny commented that it seemed that torc was blocking its own set bonuses as well as other sets - surprised this wasn't picked up in the last update.4 -

My testing confirms this mythic is not working.
The damage and restoration its supposed to give is non-existent in practice.1 -

M1SHAAN✭✭✭✭I tested this on live in a player home on a target skeleton, and it seems like the weapon damage at least is applying correctly.
Stats shown before equipping: max stat 21534 (stamina), wep/spell dmg 1333, pen 700
Using a light attack formula I found on UESP and the 18200 resistance of the dummy, LA dmg = (0.05 MaxStat + 0.525 MaxPower)*(1-(18200-pen)/66000)
Calculated LA dmg: 1305 Actual LA dmg: 1292 Ok, close enough.
Stats shown after equipping: max stat 21973 (from triune trait), wep/spell dmg 2751
Calculated LA dmg: 1868 Actual LA dmg: 1851 still very close.
Did I miss a fix for this in the patch notes? Or is this a pts-only thing? Or am I maybe just confused?0
