Criminal Detection Range vs Sneak

Does the "reduces the radius you may be detected while sneaking" of Night Mother's Embrace or Darloc Brae affect the range in which witnesses and guards can detect your criminal activity?
The Thieves Guild passive skill Veil of Shadows says "Decreases detection range of Witnesses and Guards by 10%" so I'm wondering if these are two separate radii in the game.

    This, for stealing, lock-picking or pickpocketing unless that fails the roll check.
    you also have the green CP stealth improvement and Khajiit racial passives. With 3 sneak set on a Khajiit I could not be detected, enemies pushed me ahead of them. Bosmer racial stealth detection also work for npc and suspect some npc guard classes has an stealth detection bonus.

    Blade of woe has an larger detection radius. I say 5-6 meters independent on how stealthy you are.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
