Unlike the vampire skill-line, the werewolf one feels complete with a heal, stun, spammable, gap closer, buffs, etc. However, adding a functional ultimate on top of the transformation ultimate would be awesome.
ZOS could add variety to lycanthropy by adding other beast types (Wereshark, Werebat, Werebear, Wereboar, Werecrocodile, Werelion, and Werevulture). This could be akin to different stamina weapons types where the skills function the same, but your form might determine the kind of stats you have while transformed.
