How come some siege gear doesn't "stack" with other siege gear of the same type?

Sorry if this question has already been addressed.

Spent a little time on the test server (PTS) for EU/PC. I guess it's Update 41.
I took siege gear into inventory then used "stack" in Inventory.

Example 1
For 33 ballistas (ballistae?) of one specific faction, I got:
-- 1 stack of 25
-- 1 stack of 8
-- 4 stacks with 1 each

Example 2
For 26 cold fire trebuchets of one specific faction:
-- 1 stack of 14
-- 1 stack of 6
-- 6 stacks of 1 each

Each item for stacking had the exact same name/description, but I guess there must be some difference in them that I don't see?

Anyway, how come some siege gear doesn't "stack" with other siege gear of the same name?

    maybe the different stacks are due to being bought with Alliance points or Gold?

    were the single stacks at full health?

    Thanks for responding. That's a very good idea about health status of siege gear. I would bet that some siege gear is not at full health. I will check your idea after Update 41 goes "live."

    After Update 41 went "live" I checked your theory about single stacks not being at full health. That seems to be the case with most single stacks: most single-stack siege items were below full health. However, there were some items that indicate full health, yet they still do not stack. So, the mystery (for not stacking) is mostly solved, but not entirely solved. Thanks much for answering my question.
