Are siege repair kits being eliminated with Update 41?

Checking out Update 41 on the test server (PTS) for EU-PC.
The siege merchants in Cyrodiil are not selling Siege Repair Kits (at least the two that I visited weren't selling them). Are siege repair kits being eliminated with Update 41? Saw no mention of this in the Update 41 patch notes (v9.3.4), but I also didn't see any mention of siege-gear stacking in the patch notes.

But I do believe there is a pinned post on the general board saying the PvP repair kit rework is delayed

Stacking siege equipment should still be coming though2
