and there's plenty of people in Elden Root, Mournhold, and Wayrest.
the chapter cities too but it depends.

✭✭✭✭✭Nowhere, ESO has no dedicated RP server and most roleplayers do roleplaying in houses nowdays to avoid being constantly trolled and harassed. (despite it being against ToS).
I also wouldn't call the things happening in Goldshire as dark rp. It could barely count as ERP either. Those things happen in housing as well in ESO.[Lie] Of course! I don't even worship Daedra!0 -

On PC EU historically it was Auridon for kinky RP (it was even ERP until it became too risky) and Riften for general RP (including dark though the dark RP specifically shifted to inside RP in guilds I guess).
