I've been thinking what would Cyro look like if ZOS made a Chapter on Cyro's grounds. No war, as in PvP, but some other Daedric Prince(es) (not Molly Bally) messing around. Jyggalag, for instance, because "the world is such a mess - no logic, no nothing".
There is a concept of Dragon Break, so one could follow up on this.

Keep campaign Cyrodiil/IC in the past (can still queue for that content) and create a PvE version of Cyrodiil/IC (fully restored and no longer war-torn) that advances the alliance war storyline (set after restoring the dragonfires in IC).
Abnur Tharn wanted to end the war once and for all. High Isle started the process, and a PvE Cyrodiil/IC could finish it.
Could make it so that more story content unlocks with each faction questline you clear in the vanilla game and once you clear all three factions, you unlock the last part of the questline.

The problem with this is that canonically the war didn't end for almost 200 years until Tiber Septum came along.
Not really a problem, but what @sarahthes pointed out is vital.
