They choose to have it.
Because it's different, they think it looks cool, fits their outfit etc.

On the link you shared a few days ago the player stuck with that blue smoke thing is saying that he couldn't fix the problem. That's why I thought it was a bug. But it really looks like a memento. The weird thing is that when you are close to someone with that blue smoke seems that it never disappears, while mementos have a limited time.
Bug or not it would be really nice if we could disable that sound. In fact an option to disable other players sound effects could also be nice for trumpets for example.

They fixed it by completing the quest, its not a memento. I dont particularly notice the sound even on headphones (I’m on console so may have slightly different options) but maybe check if adjusting something like environmental sounds volume takes the edge off it

This problem really should be solved. Some players in my guild say it's a quest bug. I don't mind the visual effect at all, although I find it unpleasant, but the sound shouldn't be forced on other players. At least the sound should be disabled or only heard by those who use it.

It's part of a quest that player can go finish at anytime but they choose not to as they like the effect. 🤷♀️
This problem is getting completely out of hand on PC EU server. Even in the late hours of the morning, we can't use a single city in the game without being permanently disturbed by many players forcing that unbearable humming noise on other players headphones.
Can someone tell me exactly which quest causes that humming noise so that this bug can be reported in better detail?

Maybe it's because I'm using speakers instead of headphones but when I was watching that video clip I had to turn the sound up far louded than I'd ever normally have it to hear anything more than a quiet, low rumble. I agree that if you're playing it at a loud volume it could get annoying after a while, but at the volume I normally have my PC and ESO I doubt I'd ever notice it.

Why are you trying to take away people’s fun? People don’t use this effect to annoy you or force anything on you; they use it because they like the way it looks with their characters. To the best of my knowledge, the quest itself has already been fixed (I tried to replicate the bug on my Necromancer months ago, because it would have suited him nicely, but was unable to replicate the bug via the usual means). Anyone still using the quest effect today probably has been doing so for years and activated it long before the fix, meaning ZOS would likely have to debug on an individual character by character basis. At least you can rest easy knowing that new players can’t use the bug.

I’ve noticed the sound before myself, but it doesn’t bother me one bit. I’m way more bothered by all the stupid Molag Bal polymorphs and dark anchor recall sounds, but I know lots of other people like them, so I’m not about to demand that they get removed from the game simply because I personally dislike them.
