New sets with "on heal" effects

A couple of new sets have "on heal" effects that might be interesting if they were "on heal or overheal".

If they're truly just "on heal", they're trash.

Or is that how they actually work? (Tooltips about secondary effects to healing are among the most confusing and iinconsistent in the game.)

    Work hard, and you will be rewarded. Spend wisely, and you will be comfortable. Never steal, or you will be punished.

    Minor force is very common which is my concern with the set. Most dps run barbed trap for the buff but also for the DoT. Even arcs run barbed trap for the DoT even though they have minor force from velothi.

    That monster set isn't for pve as much as it is for pvp groups using snow treaders (miss out on minor force because not using race against time).
    You'll get minor courage from an arcanist so the Phoenix moth set is now not needed if you use this monster set.
    Then you can have whoever was running phoenix moth use something else.
