Is Necromancer Blastbones Still Castable Outside Combat?

These abilities no longer require a target to activate, but instead require you to be in combat.
Does this apply to blighted blastbones morph? Asking because if I cannot summon blastbones before I start fighting an enemy, then it means I cannot intiate combat with a burst, which is another nerf ontop of the loss of damage from stalking blastbones morph that gave 10% - 50% more damage...
This whole change is stressing me out, I feel like my main class/playstyle has just been gutted, when it was already underperforming...

You feel that way because unless they add the modifier to Blighted, it was gutted1 -

You don't need a target for Gravelord's Sacrifice but you still need to be in combat to be able to cast it, it's so people can't prebuff with it then take it off their bar.Balanced by people with no prior gamedev experience, couldn't fix performance issues in a decade, can't code a real matchmaking algorithm to save their lives, more maintenance downtime than all the other MMOs put together, more bugs introduced than bugs fixed every big patch, same stagnant combat for years.

Nah, it's basically being gutted. Blighted Blastbones is too weak and the new change isn't going to do much overall since they are gutting one of the best abilities for the class. I'm ready to hit the delete button my Necro if this change goes live because this is unbelievably bad. I simply cannot even imagine why the devs would want to gut blastbones so much.1
