I don't think those "penalty" is meant to punish players for conceding by any means.
It's a mechanism to prevent abuse of the system. If there wouldn't be any time penalty one could queue and concede all the time without even the slightest interruption.
Any trolls would obviously be delighted by such a chance.

You could look at the times before group finder (for dungeons) got a similar penalty added. Most players trying to use it reported that the group were left by at least one party member at the very beginning, because lots of players "gambled" for an easier dungeon.
Not what I call a satisfactory experience: Waiting in the queue, left alone by other player, requeue, left alone again. Repeat at you leisure.

Yes, that's an interesting thought: If you concede once, nothing happens. If you concede twice within X minutes you get the penalty. Seems resonable to me.
