Cant change userid. It's broken on the website

I'm trying to change my userid, but unable to. the request for the endpoint check_screen_name fails. so I end up getting valid userid required, even though it fullfills all the requirements for userid.

ZOS_BilladminYour web browser may have cached something incorrectly causing this error to occur when changing the UserID. Please try the following listed below.- Clear the cache, delete any cookies, and restart the web browser.
- Disable any add-ons installed in the web browser.
- Disable pop-up blockers.
- Try a different browser.
