It's absurd how easily this skill enables you to survive. It absolutely should not be scaling off health at the bare minimum.
A player with almost no experience in PVP can equip an average PVP build with 40k HP, do nothing but spam runeward with poor buff management and no weaving, and effortlessly survive a full DPS player parsing them flawlessly.

This is also part of the issue. Stacking HP has practically 0 downsides in this meta.

This is also part of the issue. Stacking HP has practically 0 downsides in this meta.
I mean you do lose damage at least however it allows you to chew up enemy resources as they attack you and turn around to wear them down.
Generally I just try to avoid anarchist because of how hard it is to kill one while they in turn still have damage and stuns the night kill you or get you killed
