Not necessarily. There's several ways to get mounts without paying real money. In addition to the brown horse which is now a level up reward there's 3 you can buy from stables, several from events (9 indriks if I remember correctly, and 2 quasigriffs), at least 1 from an achievement, 1 from an antiquity collection, at least 2 given away in promotions, and maybe others I'm forgetting. On top of that you can get any that have been in crown crates using Seals of Endeavour.
So someone could end up with quite a few mounts without spending real money on them.
Also there's nothing wrong with choosing to buy additional items in a game that has on-going development, including numerous free updates. Especially when you can choose which of those items you want to buy and simply skip any which don't appeal to you.
