In PvE, I use Werewolf Berserker, because it's the best in slot morph for damage dealing. If I wanted to tank as a werewolf in PvE, I'd run Pack Leader instead for the mitigation and Minor Courage for the group, using Brutal Pounce to proc Tormentor. I can usually keep my timer up in PvE with Berserker and Brutal Pounce through careful management of corpses.

In PvP, I use Pack Leader if I want the extra mitigation. Otherwise, I'd go with Werewolf Berserker for a glass cannon build, which is surprisingly effective.

Otherwise, I actually like using the base Werewolf Transformation for the brown fur. Pack Leader has white fur, and Werewolf Berserker has black fur with white patches. If I could, I'd use the grey fur that NPC werewolves get to use. This is one of the reasons I really want the ability to select my werewolf fur color independent of the morph I use.

I use WW mainly for solo PvE (used to run it also in solo PvP). Both morphs are kinda ... "eh" tbh. WW is kinda only for fun and maybe RP. It does not have any "end game" value or something unique to offer. I use Pack Leader because it kinda has more interesting "theme", while berserker feels a bit more generic to me.
