I think Morph 1 is good, but Morph 2 is equally useless as the current skill is, so your basically saying every1 who uses this skill will only use Morph 1.
350 healthy recovery (7 heavy armor pieces x 50 health recovery) is a useless bonus. Health regen is really not a great stat to begin with because it cannot keep up with the amount of damage that can hit a tank on anything challenging in PVE, and in PVP, health recovery, like healing, is halved.
I would make morph 2 something more like this:
Morph 2: Major resolve + immunity to fear while active.
In PVE, nothing is more annoying than being a tank and being feared, so that solves one problem in PVE. At the same time, immunity to fear is also useful in PVP because its one of a number of abilities people will use, either defensively or offensively, to gain a window of opportunity to burst you down.
