Depends. Sometimes it’s on the healer (ex. Orryn in FL or Selene in LoM), sometimes it’s on the DPS (ex. Archers in SE), sometimes it’s on the tank (small adds can be chained to interrupt), sometimes it’s everyone (ex. 2nd boss split CA), sometimes the best strat is to actually not bash at all (ex. Iron atro in TC).
Generally, if the add can be chained or theres no healer, it’s on the tank. If there is a healer and the add is large, it’s usually on the healer. Any other time or when the healer just can’t/won’t interrupt for some reason, it’s on the DPS.

Actually say, skillful DD or healer can find it, and bash it immediately. Or Just eliminate it
before mech failure disaster happen.
But, most of inexperienced non tank player who will be killed by AoE usually ignore bashing sign always.
I always expect "wipe possibility" when I saw DD or healer ignore bash sign.
"Ah....those guys may be noob. And will be wiped. And finally I'll be dead also."
My guessing is correct mostly.
