Stacking set inconsistencies

Relequen while stacking to 10 does a single tick of damage however when removing this debuff with either warden netch or templar cleansing removes only 1 (warden) or 5 (templar() stacks. If each individual stack does not do damage why does it become 10 debuffs in one undermining the counters available for the set via templar or any other class that is able to cleanse. The same thing happens with jerall, classes cannot cleanse the debuff but only it's stacks.

It is easy to name only those sets for the time being though every single set that stacks follows this bug and does not obey the perceived functions of debuff removal from abilities.

    With templar I’ve been able to remove 9 stacks at once. In addition to the issue where purge doesn’t remove the debuff as it should (only the stacks), there is also the problem that the very next light attack from the enemy jacks the stacks back up from 1 to 10. That’s clearly not how 1 + 1 works - except in ESO, apparently.
