Depends on your sound setting, I use surround sound from 5 speakers (3 frontal, 2 rear) so depending on where I am positioned in proximity of the NPCs changes which speaker the sound comes out and the volume on how near or away I am to them. It's neat if I'm in the middle of a bunch of them having a conversation as each NPC come out a different speaker.

I'm well aware of such setups and how they work, however -- I'm currently (and have been for years) using a stereo setup and this is the first time I notice this behavior, so I thought that maybe they changed something with the recent patches, the difference was really big. Even with a stereo setup in ESO -- a small decrease in volume happens, to emulate surround sound, as much as possible, but this time around I'm talking like 70% decrease in volume, that isn't normal. The only thing that got updated in these 3 months is windows, so they either messed up something or it's the patch.
