Does it make a difference if I pop off my ulti at 200 or 500?

Theres only a difference when you’re running the set Balorgh because it increases your damage based on how much ult is consumed rather than cost. If you aren’t running that set or any set based on ultimate consumed then there is no difference.

The only ultimate that does matter on its own is incap and its morphs, from nightblade skill line (gets a different animation and bonus past a certain ult, don’t remember the details, not a nb main). Otherwise, doesn’t matter unless you’re wearing an ult set like the person above me said.

Yes, it makes a difference. You'll do much less damage if you don't drop your ult as much as possible. While there may be a few instances where you want to wait, like if you are close to a burn phase or an add phase, you mostly want to drop your ult as soon as it is ready, to get the most damage or utility out of it.

If you use the Strategic Reserve CP star in the red tree, you'll gain 30 Health Recovery for every 10 Ultimate you have. If you never spend your 500 Ultimate, you can gain up to 1500 Health Recovery from that CP star alone.

Except for a couple of Niche Instances:

An Ultimate Saved is an Ultimate Wasted.

Trash Mobs do not Deserve Our Ultimate.

Enjoy the game, life is what you really want to be worried about.

Some monster and trial sets proc certain effects based on Ultimate spent. These are commonly used by support roles rather than DPS, who should be using their Ultimates as much as possible to maximize damage dealt.

Pillager's Profit, for example, grants group members Ultimate over time when you cast your Ultimate. It has a hard cap though iirc

This ^. Started with my wardens since I love the bear but the bear ultimate is underwhelmeing. Then the rest of my chars started using Strategic Reserve as well and slotting (but not using) the FG ultimate for the passive damage.

Ultimate points are a ressource, not a power scale. And all Ultimate points are consumed on cast.
So every point of ultimate above the value of your preferred ultimate ability is ultimately

    WASTED!!!
If anyone here says: OH! But, PVP! I swear I'll ...

Thank you for the valuable input and respectfully recommend to discuss that aspect of ESO on the PVP forum.
