Bug: The quest "Rally Cry" is broken.

Can't interact with the NPC Shaza gra-Dasik, this prevents me from being able to progress in the quest. Relogging doesn't fix it nor does abandoning the quest.
I submitted a bug report about it and it's still broken so I made a thread here.

Poss✭✭✭✭✭I submitted a ticket and they said I need to submit a bug report in game. Since these don’t get replied to, I have no idea if the devs are even aware this is broken let alone whether it’s being worked on.
