It's guild/group voice chat or no vice chat at all. More often than not, it is just muted game volume and youtube/netflix in the background for me.1 -

belial5221_ESO✭✭✭✭✭I don't think consoles were really meant for MMOs,some companies went there to get that extra playerbase for the money.Most who play on consoles probably mostly play single player or co-op games and tend to stick to those small groups.If you want to play games and be more social,then swap to PC,otherwise not much else you can do.2

In game Xbox chat. Guilds, Zones and majority go to join it and get the not working notification instead of the channels you can join

Console has a series of voice chats. You have to join the channel to use it.
Area chat lets you talk to everyone in the nearby vicinity.
Guild Chat lets you talk to anyone in your guild.
Group chats let you talk to anyone you're grouped with.
In addition, the consoles themselves have their own voice chats. These chats allow you to talk in a party separate from any game with people on your friends list or people your friends suggest be invited. Needless to say, these are by design more restrictive of who can join.
OP's complaint seems to be that on XBOX the ESO chats do not work. As a result, people don't use them. They either choose to type, don't talk at all, or only talk with people they're already friends with or friends of friends. As a result, voice chat has become more clicky rather than a place to meet new people in your guild or the area.
I have noticed the voice chats not working sometimes on PlayStation myself. But it's not as widespread of a problem as it is sounds like on XBOX.Edited by spartaxoxo on August 30, 2023 6:17AM1 -

i get that notification when i first log in and in a minute or two it passes and chat works fine.
