No, I specifically not used any items, passives and abilities so that damage would be more "clean" and that includes spell penetration that is identical at both targets and is very low so it shouldn't affect result that much. Besides as I said I tested it on npc in world and public dungeon where npc don't have much resistance and I was able to overcame it easyly and damage still was less than a half of what it should have been.I guess this is the resistance of the second target. Works as intended.
Even if damage from passive is not added it's still too low, since my character spell penetration and target resistances is the same so even with 30% reduce of damage due to low penetration it should have same damage or at least reduced for 12% because of passive and not about 40% of final tick when the description states: "Fully-charged Lightning Staff Heavy Attacks damage nearby enemies for 100% of the damage done". And besides before patch damage to nearby target was same as to inital targed and dealt for each tick of the heavy attack so the whole damage to initial target and nearby targets was same and in patch notes devs didn't state that there are some nerf so I think it's a bug.If you do not have penetration then it means that the final tick will be reduced with 30%. IN your case it is reduced with almost 40% and i guess because the heavy attack takes the channel damage from the ancient knowledge passive and this damage is not added to the splash damage for the tri focus?

Ok I accept my mistake I didn't account for that, and I just tested it again on npcs where I had more than enough penetration and damage is the same as the final tick.The damage is reduced second time with the new enemy armor. The final tick is 2k but it is 2k after the armor reduction. Now when it splash it hit another target. The new target has armor too which reduce the damage again.

But in passive desctription it state that damage should be all 100% of damage dealt and not only of final tick or if I misunderstand it then I think the description should be changed and it would mean serious nerf for lighning staves.
