It's not. Numerous people, myself included, have made a lot of complaints about the arcanist, because it's so bad it's actually a health issue for some of us.
I don't like the arcanist spells, because they are literally causing me pain and discomfort.

I was not there, so I am not trying to downplay your expierence, but this sounds like a pretty intense reaction to something thats's not really avoidable in the long run.
Running after people and spamming them with spells/effects is annyoing, especially after asking them to stop, yes.
But calling it cruel and "trying to flee" from it is a tad much, no?

I'm sure it can feel like this, but do you really think this is what goes through peoples minds when randomly spamming spells in a dungeon?

I've recently returned to the game, haven't bought Necrom and haven't tried the arcanist firsthand.... but I did encounter one in a dungeon and man, those were some obnoxious visuals. At first I thought they were the enemies VFX, since they were so prominent, but nope.... just the arcanist. I'm especially not a fan of the neon green squiggly line VFX, no idea what skill that is. They just seem to be overall very ugly and intrusive compared to the other abilities in game, and I for sure will never be playing one.
Still, what bothers me even more is sorcerer pets. I've been avoiding using my matriarch since playing again because I don't want to deal with her massive size, hideous purple that clashes with everything around me, and constant flapping (I have mild misophonia and she can trigger me sometimes, especially when standing still near her). I feel like having her out will make me regret getting into ESO again, as wild as that sounds.
