Although Shadow Cloak will not give you the damage bonus you get from sneak before entering combat, it will allow you to trigger the 4 sec stun on Veiled Strike. And it is not as if Shadow Cloak is bad, with the passive Dark Veil maxed out you get 3 seconds where you cannot be detected and you can use this in quick succession. I have used it in PVP to get 15 seconds of invisibility, which allowed me sneak into the enemy castle undetected.
That being said, the sneak bonus is really damn powerful and if Nightblades could get that bonus every single time they activated Shadow Cloak that would mean you could potentially 2 or 3 shot a player in PVP.
Furthermore, I don't think the Nightblade is the "weakest class by a long shot", I play one myself and I outdo most everyone else in dungeons in terms of damage. When it comes to taking on multiple groups I never have any problems with NPCs my own level, I am usually able to oneshot the first target with the stealth bonus and after that there are plenty of ways to deal with the rest. I recommend getting the buff from the Mundus stone of the Shadow if you are looking for more stealth damage.
I think the skill curve with the Nightblade might be a bit steeper than the rest of the classes, but with some planning you can make some very insane combos that trigger off of each other and gives you great regeneration, life steal and increased damage.
Personally I have always thought that the Dragonknight was the weakest of the classes, so I think it simply has to do with perspective as I would argue that Nightblade is right next to Sorcerer in terms of most powerful class. Besides there are so many ways to play your class that you just have to consider. I think reading the article on the Shadow Knight might give you some suggestions on how you could potentially play your class differently, which might be needed if your current play-style preforms lesser than what you expected.

Concealed weapon on my magika based NB hits for this at vr5. Soul Harvest hits in the 2.5-2.8k range.
is very hard hit someone with soul harvest in pvp, long animation(istant ability but have a very long animation 2 sec) and the hight latency for us europeans doesn t help.
