Cannot Create Arcanist Characters on PTS

As stated, the PTS is saying that I need to upgrade to Necrom in order to create an Arcanist. This has never happened to me on the PTS before when testing other content. Anyone have a solution?

✭✭It was restricted in patch4 prior to necrom release. Same happened last year with high isle
