Bounty in hideout?

Hello All

5 mins ago, I was in thieves hideout (Vulkhel, Auridon), opened a stolen crate - as usual before to launder - and... I got a bounty!

I never ever had that since I play the game, therefore my question: is it new? We now get bounty at opening stolen items inside hideout?

Pretty sure this is an bug, one of the npc is set to report crimes. Not detected before as the only crime you can do there is open an stolen crate.
I know its some weird stuff with who who report, did an quest there I helped an man who admitted being an bandit, I found an thief trove and he reported me even if I was helping him and he being an bandit.
The king or Wrothguard on the other hand did nothing then I helped him and looted an trove

I had this happen once, a long time ago (at least a couple of years ago), in the Windhelm Outlaws' Refuge.
But it has only happened that one time, and I use that Refuge quite regularly.

Never had that happen to me, and I always open my stolen containers inside the refuges. I'd treat it as a one-off bug, report it, and move on.
