Just pushing this out there but wouldn't it make more sense at this point with all of the destro changes to just breakout each weapon into their own skill trees? This would give players a lot of options and zos a lot of room to play with changes and focusing on the weapons.
the main problem if they were separate skill lines is that if you wanted to double bar 2 different staves, you have to invest twice as many skill pts as you do right now
i know generally speaking you already have to do that if you have 2 different weapon skill lines, but still something to take into account as to why people wouldnt want the change
i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them
They could just make it so that the skills completely change depending on the staff you are wielding. There's nothing stopping them from making it so Fire Staves get wall of fire, and Lightning Staves get some other skill, as an example.

That is sort of how it works already, but the problem with it is that often you want a different morph of a skill then if you have a different type of staff equipped.
Take ice staff for example, zos has been struggling for months to balance whether it's a dps staff or a tank staff via passives and such. It would be easier to do that if it had a new skill tree.
While new weapons would be nice that also means new animations and other visual effects, while splitting the destroy tree may just be less work.
Idnk it just seems like they are doing patchwork changes in a limited space when they could increase said space to give more flexibility and options.
At this point, it really would help the game in general to provide a few more weapon options. Uniqueness and class identity went down the chimney with hybridization. I would be totally up to split up destruction staves into different skill lines at this point, heck even give us in addition a melee elemenat weapon and spray some more skyshards onto the maps to compensate for the need of more skill points...
