Relentless Focus not firing

Relentless Focus is unresponsive and refuses to fire its spectral arrow. Tried on Dummies and overland enemies. It's impossible to fire it. Changed keybinds and moved the skill on the bar but nothing happens. Everything else works.
Anyone else experiencing the same problem?

    Haven't personally noticed this but that's a pretty big problem if it's widespread
