I just tested it on the PTS and it doesn't proc on the back bar if Way of Fire is only active on the front bar (with Rending Slashes it was procced 7 times if I remained on the front bar and only once when I immediately switched to the back bar).
The tooltip states it's a single proc, so you need the 5pc bonus to be active on both bars if you want to proc it on backbar.

I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.
Yea I know, what I mean is if it procs while on the front will.it continue to dmg while I swap to the back, secondly can it proc on more than one player?
Sry, I don't get you. As far as I know, the proc is direct damage, not a DoT. Which damage should should be dealt continued?
If you're referring to the 2 sec cooldown, that's really just a cooldown till the proc can happen again. The damage itself is dealt only once per proc.
I can't answer your second question extemporaneous, but technically it could be possible if the causing weapon damage is AoE. Unfortunately I can't test it yet, as we eu plebs haven't our chars at pts yet.

I'm sure it will continue proccing from rending slashes if the setbonus stays active on backbar. If you use a build which switches this bonus for another by barswapping idk. But I'll do some testing after my toons are loaded on PTS.
Edit: Did a quick search and found this thread regarding your second question. Seems it's not possible to hit more than one target, as the cooldown is tied to yourself.

Doesn’t it proc only with direct weapon damage or can it continue to proc with a weapon damage skill like rending slashes?

It procs off any weapon damage as long as it is off cooldown and set is active when damage is done. It can proc off dots, light and heavy attacks, direct damage, any damage that involves weapon or weapon skills.
It will not proc if you are on another bar while weapon dot is running.
