If you do an aoe weapon ability will this proc on multiple people? It only states when you deal damage with a weapon.

When I used it back in the day I think that the cooldown was applied to you rather than on a per target basis. So in that case, it would not proc multiple times on an AoE.

That may or may not have changed in the update though.

I have similar curiosity about that Affliction set and if the cooldown is per target or applied to the wearer.

I’m wanting to add a proc set to my stamplar. Their jabs are so strong but doesn’t seem like any good secondary skills to add in. Currently using sheer venom with nma/balorgs with maelstrom 2h backbar.

I’m thinking of using pillar of nirn in pve for fun, in pvp that proc can easily just be moved out by the normal constant movement in pvp.

I just tested Affliction and it is a cooldown on the wearer rather than per target.

Way of Fire has basically identical language in its set description so I think it's highly likely to work the same way.

The tooltip says "When you deal damage with a weapon, you deal an additional (xxxx) Flame damage. This effect can occur once every 2 seconds."

If you are using a greatsword with the Forceful passive, you are doing 50% splash damage to up to 3 nearby targets besides your primary target. So if you are swinging your weapon once per second, all four targets should be getting procced on every other swing.

If this is not the case, then the tooltip is wrong.

the splash damage is on the light attack, not on any damage the light attack procs. So even ele weapon wouldn't work on the Forceful passive, but a backbarred weapon like a staff with ele wall will increase your LA damage hence the splash.

I believe this to be correct. The set has a cooldown on the wearer. So, if the set procs, it will not proc again for 2 seconds. I have not tested it but I would assume that the set only hits the targeted enemy player or NPC and do not take into account splash damage. Because if it would take into account splash damage, it would be able to proc >1 time per 2 seconds, this is in conflict with what is stated in the tooltip.

They cooldown applies to the wearer, and the tool tip is 100% accurate. The proc occurs "once every 2 seconds". If it occurred on multiple targets every 2 seconds, it would be occurring MORE THAN "once every 2 seconds."

The clearest interpretation is that the proc occurs once every two seconds, regardless of number of targets. The set would be too good otherwise.

Well, I bought a complete set of this for under 1k.

Tests on three dummies close together verify that the proc only hits one target. However, there are instances where the effect procs only on a splash damage target, rather than the main target.... but only with light or heavy attacks. I could not replicate this effect consistently to figure out what exactly was causing the proc to target a secondary target instead of the main.

Button activated weapon skills caused the proc to hit the main target 100% of the time. And weapon oriented DOTs will refresh the proc every 2 seconds.

This is where the set finds its usefulness. On a proc/tank build, hit an opponent with slashes, and you get this providing free, single target pressure for the duration of the dot.
