Not sure its the "best" but I like Skywatch.

I'm sure there's a better one than that..

I like Dhalmora for the Ebonheart Pact closely followed by Port Hunding for the Daggerfall Covenant when it comes to crafting and banking. I haven't gotten further than the Bank for my Aldmeri Dominion characters, but if it's anything like the other two alliances, it would probably be located in the starter "tutorial" zone. In Dhalmora and Port Hunding, the crafting benches are in the same general area as the bank (read: a few paces away), so there's no need to run across town to check what traits I have researched or to refine materials. There are plenty of vendors in these places too, so it has that added convenience. The only downside so far is the ten second logout.

Rawl'kha in Reaper's March. Everything I'm interested in (crafting stations, bank, stable) is very close to each other so whenever I need to unload I port there. Though that khajiit yammering on about the wood elf is starting to get on my nerves.

You know you've been there too many times when you've memorized what the NPC's say when they're trying to roleplay.

All depends on starting faction and which 'zone' has the most trade chat going on and less gold sellers.

For me, Daggerfall Covvenant, I use Rivebspire zone, Shornhelm city
Its the T4 zone so no gold sellers but it has lots of trade traffic.
The bank and the crafting stations are right next to each other

Velyn Harbor has the most condensed buildings that ive seen all the way up to VR4. Thats my favorite place to clear my bags, craft/deconstruct, etc.

Before I got to Rawl'kha, I used to travel to Elden Root in Grahtwood - all your crafting and banking needs in one hall. Only downside was its tendency to be a little laggy at times and the 'clutch (?) of butterflies' conversation.

Stros M'Kai. Everything is right next to each other... except the alchemy and enchanting stations. But they're close by too. Every other place I've been to has them so far apart it's a hassle.

Rawl'kha in Reaper's March is also decent however if I had to change zone anyway I would go for Stros M'Kai.
Elden root is probably best for long crafting sessions as enchanting and crafting stations is in the same room as bank.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

Of the ones I've come over up to now - VR 6 - I've found is Shornhelm. It's very compact between the clothing and woodworking station, and the bank. It also isn't filled with a whole lot of NPC squabble that many other cities have, that grows tiresome after a while.

For EP i prefer Blackrock Isle for my crafter char.
Just make sure you don't finish the last evacuate quest there.

Got crafting/bank/bag/cooking fire/shop, etc in one open building.
    Everything is within 50 yards.

Only thing missing is the stable...

Dhalmora in Bal Foyen. All crafting stations, plus bank, in the same room. The entire zone is a gift to crafters.
