Where are the official feedback and bug report threads?

Simple question. As far as I've known, new title updates on the PTS had threads for both feedback and bug reports. PTS forums are currently a mess to sift through without any official threads, and I'm certain the same feeling is felt for any dev who has to watch PTS for both. Has ZOS given up?

✭Yeah, it'd be nice to have some official threads for bringing up some minor stuff that doesn't really merit a thread.
For example, in Kelesan'Ruhn (sp) when you go from the Workshop to the Terrace at least on my machine the background pops in a full second later.
It might be because my PC is a potato or it might be a bug.
Additionally, when you go from the Kelesan'Ruhn workshop to the retreat on the outside it feels like you are moving laterally but, internally it feels like the movement is up and down.
