Rune of Displacement doesn't proc pull sets and conditions because every set currently in the game requires the pull itself to deal damage in order to proc the effect. While Rune deals damage, the damage is a DoT and not actually attached to the pull itself. It's similar to Beckoning Armor - while Beckoning pulls people it will not proc any sets because the pull doesn't deal damage.

Both of those cases will change next patch, as they'll (likely) both proc the new anti-displacement monster set, since that set has no such damage condition.

The other skills you mentioned are indeed bugs - on the flip side there are a lot of sets that should boost the effectiveness of Arcanist abilities but don't. Seems a lot of their abilities are missing tags.
