Does the PTS always give access to all DLC dungeons?

I currently sub to ESO+ and enjoy testing/theorycrafting builds by running DLC dungeons on the PTS (before recreating the builds on live). Anyhow, the past few updates have made ESO+ less attractive so I'm planning to cancel it soon. If I do that, can I still access all DLC dungeons on the PTS server?
