There are no Roe potions, roe is used for XP. Which is considered neither a food or potion. I think you may have meant Dragon Rheum? That would be precisely why. Allowing you to decide whether Tri pots (fairly cheap), or Weapon/Spell pots (also cheap) are more ideal, or whether you should invest in pots that contain Dragon Rheum (Heroism) which is worth 10-12k a piece at the moment.
If you are trying to test your build and want to see if it is really worth it to use Heroism pots, the cost is simply not viable unless you are already filthy rich. At least people without gold, if potions were not consumed in a house, could easily make 4 to experiment with it endlessly. If they notice a huge improvement, they would know it is worthwhile to either scrounge gold for, or go farm dragons themselves.
Presently, players cannot actually experiment with builds without a substantial cost. There are so many sets in the game that I have not used, and I've been playing since 2014, simply because the cost to gold or the potions you burn through on a dummy don't really warrant it.
People do this on the PTS, they'll boot up the PTS so they can essentially run all the sets at no cost and experiment away. By making pots, food and gear essentially free (but within the strict confines of ones house) ZOS will essentially move those testing benefits to live. The only reason one might use the PTS after that is to farm sets they have not collected.

Two foods that have Perfect Roe for an ingredient are recommended for several trial and dungeon builds. I know potions were specifically mentioned but your statement could be a little confusing in mentioning food.
