Imo if someone is fighting a boss and you run up heavy attacking it you are 100% in the wrong and know exactly what youre doing. If you had the boss first thats another story but anyone thats been down there for more than 15 minutes knows something isnt quite right and to steal bosses from people by killing them with an exploit is basically bullying people around and hogging the bosses

Unfortunately, if you enter Imperial City with the expectation of honor, or priority being awarded to the person who pulled the boss, or whoever has been fighting it the longest.... you are just setting yourself up for disappointment. ZOS specifically designed this zone to be a free for all, and to imply that one person's strategy is more valid than another's would be questionable, at best.
Not only that, but they give plenty of motivation for others to rain on your parade when you least expect it. Tel var, AP, Kill 40 players quests, monster helms, style pages, achievements.... all that gives players a reason to hinder your progress. Granted, you will see acts of kindness and honor there on a daily basis, but they should not be expected or demanded.
Yesterday, I was flipping a flag, and noticed an enemy player down in the trench, fishing. As soon as I got the AP for the flip, I mounted up, rode towards him as fast as I could, jumped off in front of him.... and pulled out my pole and started fishing. I reeled in a couple of catches, then waved, mounted up, and rode off. And I often run up to an enemy doing the dailies, and burn the ballistae or light the altar with them. They might kill me later, or I them, but it's nice to have some friendly moments once in a while.

Also, how on earth is this a thread about "players helping players"?!?
I mean, even a cursory glance at what the thread is really about, would've revealed that OP isn't actually asking about that player's behaviour...
Unless PvP now counts as "helping other players (to die)".
