During the first 2 or 3 zones I felt like I was always 1-2 levels below the quests I was doing. However, once I reached the 3rd zone I stopped riding the horse everywhere and started walking everywhere and fighting ever mob along the way. After I started doing this, I found I was always 1-2 levels above the quests I was doing. Currently I'm level 40 on my templar and I just started doing the level 37 and level 38 quests at the beginning of Reaper's March.

Previous MMOs gave players the feeling that the best way to progress/level up was to rush through quests to the objectives. In ESO, if you take this approach you will find yourself lagging behind the level of your quests after completing a zone or two in this manner.

Ive cleared all the zones, and i am in Bankorai at level 43 with my Templar. No shortage of quests for me and i havent farmed xp or repeated any dungeons.

I hit VR1 maybe 5-6 quests into cold harbor. Each zone (starting in Bleakrock Island for EP) I finished all the quests and made sure I got the achievements for finishing literally every quest. The only time I actually struggled to find quests was Shadowfen where I really had to look (and hard). I completed every dungeon, killed every boss, cleared all anchors, etc etc... In between that though there were always times I was just exploring, killing mobs and getting mats, etc... I didn't blaze through each zone. If you're only 43 I think you've either missed a boat load of quests (your map can be white completely and still miss quests, see shadowfen for me v.v) so check your achievements (press J to journal, go to achievements tab, go to quests, go to your faction, check each zone to see how many quests you missed) or you went through it so fast you didn't pick up extra EXP from simply taking the game at a slower pace (killing mobs, doing dungeons a few times extra over, doing anchors a few times extra).

One thing you can do if you're inclined is head to Cyrodiil. Pick a guest campaign where your faction is DOMINATING and load up and go on a quest spree. Stick to the safe sections of your zone and you can rack up EZ-XP from repeat quests in no time flat. I was roughly 48 when I went to Cyrodiil with some friends to hunt for skyshards and on the way we ran into some zones with repeatable quests that were giving tons of XP. Sure, it's boring, but if you want to quickly raise your levels try that out (=
