Well, the Second Seed Raiment https://eso.mmo-fashion.com/second-seed-raiment/ is one of my favorites as there is a lot of space around the neck.

Crimson Oath is the closest thing to a strapless crop top that you'll find in the game, excluding costumes.

Don't forget that you can use Hide Shoulder now!
Yeah pretty problem is chests either cover neck or shoulder while using hide shoulder option. Second seed was only option but you can't die the pink flowers on it

Depending on wear you draw the line on shoulder coverage, Crimson heavy may not count as covering the shoulder.
With that said, pretty sure the price on that one is crazy.0
