I understand and share the annoyance that the fish filet UI is the default when you access a provisioning station. But I’m not at all sure why so many of you seem to be crafting items for each writ, instead of crafting provisioning items in bulk and banking them.
@Braffin turns out it is the addon CraftStore causing my problem and might be your solution. When the option to use Craft Store Cook is on the provisioning table doesn't show the fish cleaning tab.

If you are just trying to filet, you don't need to go anywhere. Open inventory, put the mouse over the fish, should have an E option to "use" (filet). If you have the votan filet addon you don't even have to keep hitting the button. It filets the whole stack.

I was about to say the same thing.
I agree that putting fish filleting on first screen is a bit annoying. Especially when someone does the speed runs with daily writs on multiple characters, and is accustomed to same repeatable chain of crafting stations. Like someone pointed to, there is an addon that manages this issue with filleting fishes. And probably most players do not play with fishes/filleting at all, like myself. Then it's hard to understand why ZOS wasted money on the same functionality but embedded in game. In my opinion they should focus on more important aspects, like to finally allow the tresure maps to be stacked in inventory and bank.
