Werewolf-themed Ultimate Generation/Cost Reduction sets should be reworked

Most of the werewolf-themed sets in this game either reduce the cost of Werewolf Transformation or aid in generating Ultimate, which makes these sets poor choices for transformed werewolves. Here is a brief list of the related sets (and items) that I'd like to comment on:
  • Salvation - This 5-piece set reduces the cost of Werewolf Transformation by 33% and increases Weapon and Spell Damage by 150 while in form. The main use of this set is to get into form and then swap it out for a different 5-piece set, as the extra damage you get while transformed is minimal.
  • Shapeshifter's Chain - This mythic necklace reduces the cost of Werewolf Transformation and werewolf abilities by 15% and also provides 1707 Magicka, Health, and Stamina while in form. This mythic was largely ignored by werewolf players until the cost reduction was changed to apply to werewolf abilities as well. I think that Salvation should be reworked to be more like Shapeshifter's Chain, as they are both very similar in nature.
  • Pack Leader's Bone Broth - This Legendary drink reduces the cost of Werewolf Transformation by 5%, and also increases Stamina by 4620 and Health by 5051. This drink used to apply the 5% cost reduction to werewolf abilities as well, but it no longer does so. If it were changed to apply the cost reduction to werewolf abilities, then it would find a similar but niche use like the Bloody Mara drinks have for vampires; but currently, it's even less effective than Salvation for getting into form, making it near pointless.
  • Hide of the Werewolf - This 5-piece set causes you to generate 6 Ultimate every time you take damage, up to once every 5 seconds. I haven't heard of any werewolf player using this medium armor set, but I recognize that it is more useful for human tank builds when used as weapons and jewelry.
  • Kraglen's Howl - This 5-piece set sends out a howl whenever an enemy dies, so then an ally can activate the synergy to give you and the activator 12 Ultimate. The concept is thematically great for a werewolf pack on the hunt, but it follows the trend of the Stone Garden sets granting Ultimate, which is no good for werewolves.

Honorable Mentions:
  • Balorgh - This 2-piece monster set grants you Weapon and Spell Damage equal to the amount of Ultimate spent, and 23 times that much Penetration for 12 seconds whenever you cast an Ultimate ability. While this set is themed after a particular werewolf character, much like Kraglen's Howl is, werewolves would have to drop form to use this set more than once.
  • Vykosa - This 2-piece monster set causes you to send out a howl when you bash a taunted enemy, applying Major Cowardice to them. Since werewolves don't have a taunt in their toolkit, they must pass up this set.
  • Savage Werewolf - This 5-piece set causes your light attacks within melee range to apply a bleed over time. This is one of the few werewolf-themed sets to not focus on Ultimate whatsoever, making it an option for werewolf players building thematically.
  • Blood Moon - This 5-piece set causes your light attacks to swing faster and hit harder when you gain enough stacks upon dealing damage with melee light attacks. This set used to be best in slot for werewolf players long before the light attack balance changes in the recent years.

In summary, the vast majority of werewolf-themed sets and items are focused on reducing the cost of the transformation ultimate (which costs 325 when unmorphed, or 300 when morphed). However, once transformed, there is no further use for Ultimate, as all sources of Ultimate regeneration while in form are frozen. Sets which make it easier to get into werewolf form specifically should offer some tangible benefit for staying in form, rather than becoming obsolete the moment the user transforms.

    Further evidence that ZOS's understanding of how werewolf works and is utilized is completely at odds with how the player base uses it. We need someone at ZOS to actually sit down with primarily werewolf players to teach them how this spec functions and what can be done to make it viable without giving empty tokens like werewolf-themed sets that do nothing for actual werewolves.
