The rule that Pets aren't allowed to proc sets - this is an outdated rule in today's meta. This comes from a time when PvP was overrun by 1-punch man Sellistrix/Selene/Viper builds. It made sense then: it would feel pretty lame to be instantly disintegrated because you got too close to a scamp or matriarch.
Nowadays, those disgusting proc combos don't really exist anymore. I see no reason why Sorcs and Necros (and to a lesser extent, Wardens) should be hindered by this rule anymore. Necros main damage ability is Blastbones; and yet, this ability cannot proc anything and does not show up on the scoreboard. This is ludicrous. Necromancers in PvP are already forced to crutch on proc damage nowadays.
For example, I'm running Dragon's Appetite on my current Necro PvP spec. Dragon's 5 piece adds an effect where when you deal non-bleed damage, you build stacks towards a self heal. Neat idea right? The only bleed damage I have on this build is Twin Slashes and Thrives in Chaos, so it should be really easy to build these stacks, no? Well as it turns out, none of my non-bleed damage is able to proc this effect. Why? Because all of my non-damage is either status effects, poisons, or Blastbones damage. The only thing that can build towards this heal is light or heavy attack damage.
If Blastbones was able to proc this damage, I'd actually see use out of this secondary effect of Dragon's Appetite. Playing a Necro feels like pulling teeth when the ability that deals over half your damage doesn't even count as your own damage.
I don't see very many issues with allowing Pets to proc stuff, and if there ever was a set introduced where this became problematic, you could simply bar specific sets from proccing due to Pets.
