I think NA an EU are in somewhat different positions.
NA don't have access to their main characters and cannot create new Arcanist characters but, can use existing Arcanist characters and can still visit the area.
My guess is that EU characters are more locked down.
With that said, regional differences aside I think it's fine to have it set up that way. During the first few weeks, ZOS gets a decent amount of value out of having more people on the PTS reporting issues and the people get to try and see if they like the content. In the later weeks the value of our feedback degrades as much of the stuff that would be found in normal gameplay and at this point people have had enough time to decide if they will buy it or not.
Personally, I'm passing at the moment because while the update has a solid amount of stuff and it does a far better job with the quests than the recent prior chapters much of it doesn't really appeal to me that much, I don't think the day to day actives are really that appealing to me (I didn't really enjoy the Bastion Nymic or the majority of the WB fights), and I was really turned off by another sexual assault quest (Since it has gotten changed a fair bit I may buy the chapter at a later point).
