But considering the existing penetration and critical damage cap, it is clear that those classes lacking passive skills that grant these two buffs receive the biggest boost (like DK), while those who already have passive skills with these two receive less (like NB)

I disagree. You can build around that. For example, on live server I have to almost always take sharpened maces/mauls when SOLOing Bosses. With this amulet, I can take precise daggers. Or I can use some different sets or different weights than before.
The Velothi Ur amulet opens up a lot of build options.
You can adjust your build around the amulet yes. It is very powerful in solo situations. But remember the caps is always there and both of them can be easily reached in a well-organized team
