They are gamble boxes, and there are only two of them. Way more than two are needed to get the better prizes, on average. If they wanted people to have a better chance to get the really good stuff, they would give out a lot more of them as a daily reward.
For a while, they had a special "preview" crate that gave a guaranteed pet. They were a different loot pool than a "full" crate.

This is a vnice looking month compared to the usual. Started off with 10k gold and halfway through 150K AP! That is fairly huge esp to non-PVP regulars. Plus the 2 crates and other bits and bobs which I can usually find uses for

Especially when it's not given in good faith, it's given with expectations - it's marketing, it's not charity or benevolence.
Let's at least be wise enough to see it for what it is, and not pretend otherwise.
