Is the new character limit 20 or 21?

Sorry if this has been formally answered, but I am slightly confused to the new character cap for the account.
Will it be 20 with tokens and then an added free slot from the chapter making it 21, or is it going to be 19 with tokens and then 20 with a free slot for the chapter.
If its 20 I feel it's an odd choice number since the two other times a new class has been added it was 3 slots in total or am I wrong?
Maybe it's my "ocd" of having a tank, dd and a healer of each but it's bothering me to no end thinking about having to choose what role I have to "reuse" a character for.
Anyhow this is me saying I would like 21 can I please give you money?

My understanding is one free character slot comes with the Chapter, bringing total to 19 slots (if you have all 18 already used), and you can purchase an additional slot from the Crown Store, bring total to 20 possible characters.2 -

Upon the release of the warden slot #13 and #14 were made avaiable for purchase.

Slot#15 was made avaiable for purchase with the dragonbone dlc due to the leveling reward implementation
For the necro the gave away slot#16 and let us purchase #17 and #18
Now we get #19 and are able to buy#20

dosco✭✭✭I think we get a max of 20 slots, and if we buy the chapter one of those will be "free" meaning we don't have to buy the slot in the crown store.1 -
