It happens at the end of the quest "Investigate the Ascendent Order" aka "People of Import". IIRC it's the second or third section of the chapter main quest.

There is a Random Encounter in Wrothgar that asks for Donations to Rebuild the Orisinium. That city does get repaired over time.

I wish they would. I'm not at all interested in the Wrothgar thing - I don't do Orcs - but I'd be up in spades for High Isle.

You should do that zone at least once. It is what all the DLCs should have been modeled after. It works for any race, but Orcs have a unique experience.
